
The High Court on Thursday ordered the inspector general of police to suspend three police officers of Khilgaon Police Station including its chief for torturing Abdul Kader, a student of Dhaka University. Three police officers are: Officer-in-charge of the police station Heal Uddin, Sub-Inspector Alam Badeshi and Assistant SI Shafiqur Rahman. The officers will remain suspended until investigation into the case is over. The court directed the law secretary to form another committee headed by a joint secretary level official to enquire into the case within eight weeks. The National Human Rights Commission has been asked to launch a separate inquiry into the matter. The court asked the government to provide necessary medical treatment to the victim at BSMMU. The government will have to bear the expenses for his treatment. The HC also directed the authorities concerned to help Kader file a bail petition with the magistrate court on Sunday. The Attorney General has been asked to assist kader in the bail petition. The HC was astonished to see the torture marks and hear the stories of police torture narrated by Abdul Kader. Police had to produce him before a HC bench despite hesitation and shyness, as the court passed a written order at 3.30 pm to bring him within one and a half hours on Thursday. In the morning the court asked police chiefs of Khilgaon and Mohammadpur Police Stations to bring Kader to the court at 3.30 pm. The police officers appeared before the court at about 3:00pm without taking Kader with them saying that a written order was needed to bring him from Dhaka Central Jail. Police sent him to Dhaka Central Jail without producing him before any court. Then the HC bench comprising justices AHM Shamsuddin Chowdhury and Gobinda Chandra Tagore issued a second order in writing. Police brought Kader, apparently thrashed by heavy torture in the custody, before the court at 5:00 pm. Requested by the court, National Human Rights Commission Chairman Dr Mizanur Rahman and DU biochemistry department teacher Prof Anwar Hassan were present in the court as observers during the hearing.Kader’ mother Monwara Begum and sister Jannatul Maia went to the court after hearing that he would be produced before the court.Kader told the court that Officer-in-charge of Khilgaon Pole Station Halal Uddin beat him mercilessly. The OC struck me with a sharp weapon, Kader told the court. Abdul Qadir, a degree-level student of Biochemistry department, was picked up from Segunbagicha area while he was returning from a relative’s house at about 1:00am on July 15. He was taken to Khilgaon Police Station. The following day, he was tortured in the name of interrogation it was alleged at a protest programmer on the DU campus Tuesday. He was later implicated in a robbery and arms case and sent to Dhaka Central Jail after treatment at Dhaka Medical College Hospital, the protestors said.
